Disclosures and licensing

Services fulfilled by our affiliated service partner, Maid VIP.

Who does the work

  • Maid VIP is a California domestic referral agency: it refers independent cleaning professionals it has interviewed, reference-checked and background-screened, and it does not employ them.
  • Thousand Oaks Carpet Cleaners and Maid VIP have common owners.

Thousand Oaks Carpet Cleaners is an independent marketing and referral service, not a cleaning company. We do not clean carpets, upholstery, rugs or tile, or perform any work in your home. Quotes and cleaning are arranged through our affiliated partner, Maid VIP, a California domestic referral agency, and the cleaning is done by independent professionals who set their own prices and are responsible for their own work. We may receive compensation or referral fees from participating companies for connections made through this website.

State licensing

The California Department of Consumer Affairs lists its licensing boards and bureaus, and none of them is a board for carpet, upholstery, rug or tile cleaning. The Contractors State License Board licenses construction trades. Its C-15 class covers flooring and floor covering: preparing surfaces, and installing carpet, resilient flooring and wood floors, including finishing and repairing them. That is why this site doesn’t refer wood floor refinishing, carpet installation or repairs. Since January 1, 2025, someone without that license may take on only a small job: under $1,000 in all for labor, materials and everything else, with no building permit and no one employed on it, and an ad for such work has to say that the person holds no license. The board’s license lookup shows whether a flooring company holds one.

Local business rules

  • City of Thousand Oaks. Every business operating within city limits, or keeping a business address there, needs a City of Thousand Oaks Business Tax Certificate before conducting any business (Thousand Oaks Municipal Code Title 3, Chapter 1 (section 3-1.04)). Certificates expire every December 31.
  • Unincorporated Ventura County (Oak Park, Lake Sherwood, Hidden Valley, Casa Conejo). Each business pays the County’s business tax unless it is excepted or exempt, applies for a Business Tax Certificate no later than its first day of operation, and renews by July 1.
  • City of Agoura Hills. All individuals and businesses performing work within city limits need a City business license, whether or not they have a location in the city.
  • City of Westlake Village. The Los Angeles County Treasurer and Tax Collector issues business licenses there, as in the County’s unincorporated areas, but only for 110 listed business activities; a business whose activity isn’t on that list doesn’t need a County license.

What to ask a cleaning company

  • Its business name, as registered
  • Its Business Tax Certificate or local business license
  • A certificate of general liability insurance
  • The method it will use, and how long the carpet will stay damp
  • A written price with every mandatory fee in it
  • Whether its technicians train to the IICRC’s cleaning standard, ANSI/IICRC S100

Hiring a carpet cleaner in Thousand Oaks goes through each one; about this site says how its facts are sourced and checked.
